Biography

Dr. Roswell is the Senior Associate Dean at the University of Oklahoma College of Medicine.  In this capacity, he serves as the second highest-ranking officer on the Oklahoma City campus, and assists the Executive Dean in the overall management, planning, and conduct of the college’s academic, research and service missions.  He also holds appointments as Professor of Medicine in the College of Medicine, and Professor of Health Administration and Policy in the College of Public Health where he directs a course in Health Information Systems and lectures extensively.  He serves on several national advisory panels and chairs the Oklahoma Governor’s Health Information Security and Privacy Council.  He also co-chairs the oversight working group for the Oklahoma State Health Information Exchange Cooperative Agreement Program with the federal Department of Health and Human Services.

Dr. Roswell previously served as the Under Secretary for Health for the Department of Veterans Affairs from 2002 through 2004.  In that capacity, he led the Veterans Health Administration, the nation’s largest health care system with an annual budget of over $29 billion, and a staff of over 190,000 health care employees who provide care to 5 million veterans each year at over 1,300 facilities across the nation.
Under Dr. Roswell’s leadership, VHA attained benchmark levels of performance in the areas of quality, patient safety, and patient satisfaction.  These achievements were facilitated by the extensive deployment of a comprehensive electronic medical record system, including an internet-accessible, secure personal health record component.  During his tenure, VHA was transformed from a system of hospitals to a comprehensive healthcare delivery system that includes an extensive network of primary care clinics and homecare services augmented by telehealth and disease management programs, in addition to a full range of tertiary care, acute and chronic mental health, and long term care and rehabilitation services.

Dr. Roswell has an extensive background in VA and federal health care policy and management, including service as the Executive Director of the Federal Persian Gulf Veterans Coordinating Board, and membership on the Clinton Administration Health Care Reform Task Force.  He also has significant experience in academic medicine where he has held appointments as professor of medicine and associate and assistant deans on the faculty of several medical schools.   He is a retired Colonel in the U. S. Army, and is board certified in internal medicine.  He is married with three children and resides in Edmond, Oklahoma.
